Pick a few colours that all pair with each other, then build around one set, one shirt, one pair of pants, and a skirt or skort in those colours. Muslin cotton tops and bottoms mix freely since the weave and weight match, so every piece works with every other piece.

Plan a kid's drawer the same way: pick a handful of colours that all go together, so every morning is a grab-and-go outfit instead of a negotiation. Muslin creases easily (that's normal for the fabric) and softens more with every wash, and a capsule only works if every piece matches in weight and drape so nothing clashes once you start mixing. Start small: pick one set and one extra shirt, then build from there.
The set gives you a true base pair already in one colour, a solid starting point to build the rest of the capsule around.
A separate shirt lets you break up the set and re-pair it with other bottoms once you've settled on your capsule colours.
Pants in a second or third capsule colour open up more outfit combinations without adding many pieces to the drawer.
The skirt brings a different silhouette into the same colour range, good for days you want a change from pants.
A skort gives the look of a skirt with more room to move, useful for a toddler who's climbing or running most of the day.
Two or three works well for most toddlers. Any fewer and outfits start looking the same; any more and matching gets harder than it needs to be.
